The actions of Unit 731 were just one of many war crimes committed by the Imperial Army during its occupation of Manchuria (from 1931 to the end of World War II in 1945), during which 1500 million Chinese, Koreans, civilians in Southeast Asia, Pacific Islanders, and Allied prisoners of war were killed.
The predecessor of Unit 731 was the Togo Unit established by Shiro Ishii in 1932 in Beiyin River, a suburb of Harbin, northeast China. This unit was the first to conduct human experiments that could not be conducted in China.
In 1932, Shiro Ishii led his troops to build Zhongma City, a prison on the outskirts of Harbin. A prison riot in 1935 forced Ishii to close Zhongma City. Ishii then relocated to Pingfang District, closer to Harbin, to set up a new facility.
